Text 1 A wise man once said that the only thing necessary for the triumph of evil is for good men to do nothing. So, as a police officer, I have some urgent things to say to good people. Day after day my men and I struggle to hold back a tidal wave of crime. Something has gone terribly wrong with our once-proud American way of life. It has happened in the area of values. A key ingredient disappearing, and I think I know what it is: accountability. Accountability isn't hard to define. It means that every person is responsible for his or her actions and liable for their consequences. Of the many values that hold civilization together--honesty, kindness, and so on--accountability may be the most important of all. Without it, there can be no respect, no trust, no law--and, ultimately, no society. My job as a police officer is to impose accountability on people who rerun, or have never learned, to impose it on themselves. But as every policeman knows, external controls on people's behavior are far less effective than internal restraints such as guilt, shame and embarrassment. Fortunately there are still communities--smaller towns, usually--where schools maintain discipline and where parents hold up standards that proclaim: "In this family certain things are not tolerated--they simply are not done!" Yet more and more, especially in our larger cities and suburbs, these inner restraints are loosening. Your typical robber has gone. He considers your property his property; he takes what he wants, including your life if you enrage him. The main cause of this break-down is a radical shift in attitudes. Thirty years ago, if a crime was committed, society was considered the victim. Now, in a shocking reversal, it's the criminal who is considered victimized: by his underprivileged upbringing, by the school that didn't teach him to read, by the church that failed to reach him with moral guidance, by the parents who didn't provide a stable home. I don't believe it. Many others in equally disadvantaged circumstances choose not to engage in criminal activities. If we free the criminal, even partly, from accountability, we become a society of endless excuses where no one accepts responsibility for anything. We in America desperately need more people who believe that the person who commits a crime is the one responsible for it.

C.it's only natural for virtue to defeat evil
D.it's desirable for good men to keep away from evil
A.stricter discipline should be maintained in schools and families

Text 2 The long years of food shortage in this country has suddenly given way to apparent abundance. Stores and shops are choked with food. Rationing (定量供应) is virtually suspended, and overseas suppliers have been asked to hold back deliveries. Yet, instead of joy, there is widespread uneasiness and confusion. Why do food prices keep on rising, when there seems to be so much more food about? Is the abundance only temporary, or has it come to stay? Does it mean that we need to think less now about producing more food at home? No one knows what to expect. The recent growth of export surpluses on the world food market has certainly been unexpectedly great, partly because a strange sequence of two successful grain harvests in North America is now being followed by a third. Most of Britain's overseas suppliers of meat, too, are offering more this year and home production has also risen. But the effect of all this on the food situation in this country has been made worse by a simultaneous rise in food prices, due chiefly lo tile gradual cutting down of government support for food. The shops are overstocked with food not only because them is more food available but also because people, frightened by high price.% are buying less of it. Moreover, the rise in domestic prices has come at a time when world prices have begun to fall, with the result that imported food, with the exception of grain, is often cheaper than the home-produced variety. And now grain prices, too, are falling. Consumers are beginning to ask why they should not be enabled to benefit from this trend. The significance of these developments is not lost on farmers. The older generation have seen it all happen before. Despite the present price and market guarantees, farmers fear they are about to be squeezed between cheap food imports and a shrinking home market. Present production is running at 51 per cent above pre-war levels, and the government has called for an expansion to 60 per cent by 1956; but repeated Ministerial advice is carrying little weight and the expansion programme is not working very well.
1. Why is there "wide-spread uneasiness and confusion" about the food situation in Britain?

Text 3 One of the best-known proverbs must be "Early to bed, early to rise, makes a man healthy, wealthy, and wise". The promises of health, wealth, and wisdom to those who join the ranks of the early retires and risers must be particularly appealing to many people in our contemporary society. There is no doubt that one of the greatest concerns of modem man is his health. It is estimated that in the United States $ 200 billion are spent on health care each year. The medical field has grown into such a big business that it employs 4.8 million people, and it appears that in many places, more staff is needed to meet the demands of the people who are concerned about their physical well-being. Much more interest has been shown in preventive medicine in recent years. This is probably due in part to the increasing costs of medical treatment, but the writings of such people as Dr. Cooper have also played an important role. In his book Aerobics, Dr. Cooper communicated his message of the benefits of exercise so effectively that many other authors have flowed in his trail, and literally millions of readers have put on their sports shoes and taken to the highways and byways of America. A recent survery showed that over 17 million people are jogging. Many of these are so serious that they have trained themselves to run the 26 miles and 38.5 yards of the hard and tiring marathons that are sponsored all over the country. The last time I was in Honolulu, I was amazed to see hundreds of people, young and old, running for their lives, and I discovered many of them have ran in the Hawaiian Marathon. Exercise has also become a major part of conversation. At a dinner party recently, the president of a bank asked me, "You look like a runner; how far do you run each day'?" A few days later when I appeared on a national television show, the host suddenly asked me if I was a regular runner. On both occasions the conversation turned to the subject of exercise and I found, as l have found whenever I have traveled recently, that this is a subject on many people's minds. Of course, there are still many people who are less than enthusiastic about exercise. They appreciate the philosophy of Robert M. Hutchins who said, "Whenever the thought of exercise occurs to me, I lie down fill it passes."

Part B Directions: Read the following parts on men and women. For Questions 61 to 65, match the number of each part (61 to 65) to one of the statements (A to G) given below. Mark your answers on ANSWER SHEET 1.
Part 1 Verbal superiority may continue from childhood to adulthood. Studies show that women excel at certain verbalfluency tests, such as listing multiple words that begin with the same letter. Some researchers have also found that women are more adept at learning foreign languages than men are. Part 2 According to a psychologist, Doreen Kimura of the University of Western Ontario. women outperform men on "precision manual tasks". In studies involving quick, accurate, small movements, and a pegboard test (in which subjects place small pegs into holes as quickly as they can), women outdo men. Part 3 In one study of 1995, Richard L. Dory, in the University of Pennsylvania Smell and Taste Center, asked randomly selected sniffers to identify scents. He found that, on average, women outperformed men. Women also have lower odor "thresholds", meaning they can detect fainter odors than men can. Women do better than men on hearing tests, too. And their hearing deteriorates less rapidly than men's over time, according to Mary Anne Baker, a psychology professor at Indiana University Southeast. Part 4 Women interrupt less, are more likely to be complimentary, and laugh at other people's jokes more. And women even disagree agreeably, as in "That's a good point, but ..." In numerous studies, women also read nonverbal cues--facial expressions, body movements, and changes in tone of voice--more accurately than men do, according to Hall. "Women's faces are generally more expressive than men's, too, "says Hall. Part 5 As more women rise to upper management, researchers have examined differences in how men and women lead. Women tend to share power, encourage participation, and boost their emplyees'sense of self-worth. Many of the women believe subordinates perform best when they feel good about themselves, and women tend to foster that feeling. Insignificant contrast, their male counterparts exercise more formal authority and care more about hierarchy, says Rosenerfound. Now match each of the parts (61 to 65) to the appropriate statement. Note: There are two extra statements. Statements A. Born to lead. B. Super Senses. C. Handy Women. D. Social Communication. E. Attentive Character. F. Habit of thrift. G. The language ability.

Section Ⅳ Writing You should write your responses to both Part A and Part B of this section on ANSWER SHEET 2.
Part A
1. You write, in the name of Jack (Man) or Joan (Woman), a short note to invite your dream girl (Jenny) or dream boy (Jerry) to go to the cinema. Tell her or him what will be on and its significance for both of you.
Dear Jenny, I was wondering whether you remembered that you had told me that you loved the American movie Walking in the Cloud. We had a sharp debate on this movie, and none of us wanted to stop our mouths. That debate impressed on me deeply. Walking in the Cloud will be shown on Sunday. I have bought two tickets and I will be greatly pleased to see it with you. Are you free that day? Yours, Jack
Part B
1. You are given a picture and required to describe the scene you can see in it with the title Inside and Outside.
Inside and Outside There are two birds in the picture. One is in a cage, another is outside. Both of them are worrying about something. Locked in the cage and confined to a small space, the bird in the cage lives a very unhappy life. Although it is fed on a full bowl of rice every day, it is bored to death. It dreams of freeing itself from imprisonment and flying in the sky. On the other band, the bird outside the cage is harassed by starvation. Coveting the bowl of rice in the cage, it has a strong desire to get in. In its hunger pang, it has completely forgotten the advantage of being able to enjoy freedom. The message conveyed by this picture is instructive. Everything has its positive and negative sides. When a person is beset by his unfavorable condition, he should never lose sight of his own advantages.
