One of the political issues we hear a lot about lately is campaign finance reform. The people who are calling for    1    usually want the government to pay for campaigns and/or limit the amount of money that candidates and their supporters can spend.
One reason that reform is    2    for is that it costs so much to run for political office. Candidates have to spend a great deal of time and effort    3    money. The incumbents (those already in office) have    4    time to do their jobs since they must attend so many fund raising events.
Another    5    is the fear that candidates will be owned or controlled by the "special interest groups" that contribute to their campaigns. Sometimes this certainly seems to be the    6    .
On the    7    side are those who caution that just because you call something "reform," doesn't mean it's really    8    . They    9    that our fight to freedom of speech is meaningless if the government can limit anyone's ability to get his or her message out to the people.
If one person or a group of people want to tell the    10    what they think about an issue or candidate, they have to    11    advertising on TV, radio, and in newspapers and magazines. They might want to display billboards along highways and banners on heavily trafficked Web sites. All this    12    a lot of money.
Opponents of laws that regulate or limit spending say that you don't really have freedom of speech or freedom of the press if you can't get your message out. They say that in a democracy, the government should never be able to regulate political discussion or the means to distribute ideas. They believe that this is most important when the voters are about to make    13    .

Ⅳ Reading Comprehension
Directions: There are five reading passages in this part. Each passage is followed by four questions. For each question there are four suggested answers marked A, B, C and D. Choose the best answer and blacken the corresponding letter on the Answer Sheet.

Every summer in Australia there is the danger of bush fires. Long periods of hot dry weather cause the grass and trees to become highly inflammable. In addition to the dryness and high temperature, another important factor is the great amount of oil in the leaves of such trees as eucalyptus, gum and ti trees.
Fires start very easily, often spontaneously(自动地,自发地), but usually because of a carelessly thrown cigarette or match. If there is a high wind, the ample supply of air fans the flames into an inferno. The radiant heat vaporizes the oil in the leaves; and the fire travels very quickly, sometimes overtakes fleeing cars and burns passengers to death.
Great fires often occur around Christmas, in areas near big cities, causing great loss of life and property.
1.  Which of the following is NOT mentioned as a factor that contributes to great fire danger?

  • A.in small way
  • B.in disorder
  • C.seriously
  • D.swiftly

Your mind like your body is a thing where the powers are developed by effort. This is a principal use, as I see it, of hard work in studies. Unless you train your body you can't be a good sportsman, and unless you train your mind you can't be much of a scholar. The four mi- les a boatman covers at top speed is in itself nothing to the good, but the physical capacity to hold out over the distance is thought to be of some value. So a good part of what you learn by hard study may not be retained forever, and may not seem to be of much final value, but your mind is a better and more powerful instrument because you have learned it. "Knowledge is power," but still more the ability of acquiring and using knowledge is power. If you have a trained and powerful mind, you are bound to have stored it with something, its value is more in what it can do, what it can grasp and use, than in what it contains; and if it were possible, as it is not, to come out of college with a trained mind and nothing useful in it, you would still be ahead, and still, in a manner, educated.
1.  The title that best expresses the main idea of this passage is ______.
  • A.Knowledge Is Power
  • B.How to Retain and Use Knowledge
  • C.Physical and Mental Efforts
  • D.The Trained Mind Is What One Needs

  • A.it is important to build up one's physical capacity
  • B.it is no good having much physical training
  • C.it is more important to know one's capacity than to win the race
  • D.it is important to have physical training while one trains his mind
  A  B  C  D
C

3.  The author emphasizes that many of the facts you acquire by hard study ______.
  • A.deal with rules of health
  • B.will be forgotten
  • C.are of no value
  • D.will be very useful
  A  B  C  D

4.  The man leaving college with a trained mind ______.
  • A.is certain to succeed

  • C.is considered an educated person
  • D.can grasp any problem

Ever since human inhabited the earth, they have made use of various forms of communication.  Generally, this expression of thoughts and feelings has been in the form of oral speech. When there is a language harrier, communication is accomplished through sign language in which motions stand for letters, words and ideas. Tourists, the deaf and the mute have to use this form of expression. Many of these symbols of whole words are very picturesque and exact and can be used internationally; spelling, however, cannot.
Body language transmits ideas or thoughts by certain actions, either intentionally or unintentionally. A wink can be a way of flirting or indicating that the person is only joking. A nod signifies approval, while shaking the head indicates a negative reaction.
Other forms of nonlinguistic language can be found in Braille (a system of raised dots read with the finger tips), signal flags, Morse code and smoke signals. Road maps and picture signs also guide, warn and instruct people.
While verbalization is the most common form of language, other systems and techniques also express human thoughts and feelings.
1.  Which of the following best summarizes this passage?
  • A.When language is a barrier, people will find other forms of communication.
  • B.Everybody uses only one form of communication.
  • C.Nonlinguistic language is invaluable to foreigners.
  • D.Although other forms of communication exist, verbalization is the fastest.
  A  B  C  D
A

  • A.There are many forms of communication in existence today.
  • B.Verbalization is the most common form of communication.
  • C.The deaf and the mute use an oral form of communication
  • D.Ideas and thoughts can be transmitted by body language.
  A  B  C  D

Like many lovers of books, Mary and her husband, Richard Goldman, seldom walked past a bookstore without stopping to look inside. They often talked of opening their own store one day.
When Mary was hospitalized with heart trouble in 1989, they decided it was time to get serious. Richard, who worked for a business company, was eager to work for himself, and Mary needed to slow down from her demanding job.
They started by talking to bookstore owners and researching the industry. "We knew it had to be a specialty store because we couldn't match the big chains dollar for dollar," says Mary. One figure caught her attention: She'd read somewhere that roughly 20 percent of books sold were mysteries (推理小说), and many buyers spent more $300 a year on books. She and Richard were themselves mystery readers.
On Halloween 1992, they opened the Mystery Lovers Bookshop and Café near their home. With three children in college, the couple could not spend all the family's money to start a shop. To cover the $100 000 cost, they drew some of their savings, borrowed from relatives and from a bank.
The store merely broke even in its first year, with only $120 000 in sales. But Mary was always coming up with new ways to attract customers. The shop had a coffee bar and it offered gifts to mystery lovers and served dinners for book clubs that met in the store. She also invited dozens of writers to discuss their stories.
Today Mystery Lovers makes sales of about $420 000 a year. After paying taxes, business costs and the six part-time sales clerks, Richard and Mary together earn about $34 000.
"The job you love may not go hand in hand with a million-dollar income," says Richard. "This has always been about an enjoyable life for ourselves, not about making a lot of money."
1.  When Mary was in hospital, the couple realized that______.
  • A.they had to put their plan into practice
  • B.health was more important than wealth
  • C.heart trouble was a serious illness
  • D.they both needed to stop working
  A  B  C  D
A
Put something into practice的意思是“把……付诸实施”。篇幅较长的应用文,如广告,可采用“逆读法”,先读理解题,从中把握题干与选项所含重要信息。然后,从短文中查找相关内容,快速找到信息点,增强解题的针对性。

2.  After Mary got well from her illness they began______.
  • A.to study industrial management
  • B.to buy and read more mystery books
  • C.to do market research on book business
  • D.to work harder to save money for the bookstore
  A  B  C  D
C
They started by talking to bookstore owners and researching the industry. 由此不难看出c选项to do market research on book business是正确答案。

3.  How did their bookstore do in the first year?
  • A.They had to borrow money to keep it going.
  • B.They made just enough to cover all the costs.
  • C.They succeeded in earning a lot of money.
  • D.They failed though they worked hard.
  A  B  C  D
B
The store merely broke even in its first year关键词是broke even,意思是“收支相抵,不盈不亏”。

4.  According to Richard, the main purpose of running the bookstore is______.
  • A.to pay for their children's education
  • B.to get to know more writers
  • C.to set up more bookstores
  • D.to do what they like to do
  A  B  C  D
D
“The job you love may not go hand in hand with a million—dollar income.”以及“This has always been about an enjoyable life for ourselves, not about making a lot of money.”go hand in hand with的意思是“与……共同存在”。由此可见,他们开书店的目的是D选项所描述的to do what they like to do,即“做他们想做的事情”。

Ⅵ Writing
Directions: For this part, you are supposed to write a letter in English in 100-120 words based on the following situation. Remember to write it clearly.

Some people say the Chinese language will become a global language. I don't agree on it.
First, Chinese is difficult to learn. Maybe it is easy to learn how to speak Chinese, but it is very difficult to learn how to write it. Many Chinese characters are just like pictures. Second, there will not be so many people who want to learn it. English has already become a useful international language. Third, no nation wants to give up its own language to learn Chinese. It is very clear if a nation lost its language, it would not be there.
In brief, it is impossible for the Chinese language to be used by everybody in the world.
