Incomes Based on Different Educational Level in 1997 As seen from the table, better-educated urban employees receive higher salaries. In 1997, the per-capita income of graduates and post-graduates averaged 10,744 yuan and that of those with a college education reached 9,237 yuan, up 65 percent and 42 percent respectively that of those with a primary school education. What causes the change of low-income phenomenon of intellectuals? On the one hand, the society and the government realized the unfairness of such phenomenon; on the other hand, it's due to the reform of the distribution system and policy regulations in the past few years. Generally speaking, higher education brings higher returns. This trend is expected to come more evident in the future.
